config appears to be ok. i am also running php 7.3.4-2

Maybe rename /etc/php/php-fpm.conf.pacnew as new config. Then restart systemctl restart php-fpm.
Did you give it a try to previous release ?

shouldn't i be using the arm equivalent? what is the path to that version if so i cant seem to locate it

I am not sure there is official package archive for ARM. You can use your cache though :
pacman -U /var/cache/pacman/pkg/package-old_version.pkg.tar.xz

downgraded still same error.

if i were to rebuild the install from scratch what is the method to backup historical data and restore into a new instance?

Sorry i am in a train, if you want to restore juste keep a copy of data/ folder and also config/.
