This is a docker image, you have to use docker to run it.
Once docker is installed and running and the host is linux-based, it should work, no matter what OS you use.
I use the 123Solar-meterN docker image on a Synology NAS and I've tested it on a Mac and on another pc... but I think it shouldn't give any problems on ubuntu
